      在“双碳”目标驱动与电力市场化改革深化的背景下,高比例新能源接入导致电力价格波动性显著增强,给传统高耗能产业的用电成本管控带来了全新挑战。本文以甘肃省某水泥企业为典型案例,系统研究并阐述了其为适应“高比例新能源、强波动性”的区域电力市场特征所创新构建的“政策研判-市场交易-生产协同-负荷优化”四位一体成本管控体系。研究表明,通过将电力市场价格信号深度嵌入生产调度全流程,并建立与新能源出力特性精准匹配的柔性生产与负荷调控模式,企业成功将市场风险转化为成本优势。实践数据显示,2023至2025年,该企业外购电综合成本实现连续大幅下降,累计降幅超过25%,其中通过市场化交易策略实现的成本优化贡献了节支总额的绝大部分。本研究不仅验证了所述管理体系在显著降低用电成本、提升经营韧性方面的有效性,更为水泥等高耗能行业在新型电力系统下,实现精细化、市场化的能源成本管控,提供了具有重要借鉴价值的实践范式与管理路径。

      Against the backdrop of the "dual carbon" goals and deepening electricity market reforms, the high penetration of renewable energy has led to significantly increased volatility in electricity prices, posing new challenges to electricity cost management for traditional energy-intensive industries. Taking a cement enterprise in Gansu Province as a typical case study, this paper systematically examines and elaborates on the innovative "four-in-one" cost control system—comprising "policy assessment, market trading, production coordination, and load optimization"—that the enterprise has developed to adapt to the regional electricity market characterized by "high renewable energy penetration and strong volatility." The research demonstrates that by deeply embedding electricity market price signals into the entire production scheduling process and establishing flexible production and load regulation models precisely aligned with the output characteristics of renewable energy, the enterprise has successfully transformed market risks into cost advantages. Empirical data show that from 2023 to 2025, the enterprise's comprehensive cost of purchased electricity achieved consecutive and significant reductions, with a cumulative decrease of over 25%, of which the cost optimization achieved through market-based trading strategies contributed the vast majority of the total savings. This study not only validates the effectiveness of the described management system in significantly reducing electricity costs and enhancing operational resilience, but also provides a practical paradigm and management pathway of significant reference value for cement and other energy-intensive industries in achieving refined and market-oriented energy cost management under the new power system.
