| 本文分析了我国水泥工业的发展现状与挑战，指出了行业转型升级的核心路径。分析表明，我国水泥工业已进入深度调整期：需求端持续萎缩；供给端产能过剩矛盾突出，行业运转率低迷，企业盈利空间被严重挤压；同时，行业碳排放总量大，绿色低碳转型压力凸显。此外，行业还存在生产集中度低、技术水平参差不齐等结构性问题。文章指出，面对复杂严峻的发展形势，水泥工业需以新发展理念为引领，多维度推进转型升级。一是深化产能结构调整，有效化解过剩产能；二是加快绿色低碳转型，积极落实“双碳”目标；三是强化科技创新驱动，提升产品附加值与市场竞争力；四是理性拓展发展空间，探索多元化发展模式。 |

| This paper analyzes the current development status and challenges of China's cement industry and identifies the core pathways for its transformation and upgrading. The analysis shows that China's cement industry has entered a period of deep adjustment: demand continues to shrink；the contradiction of overcapacity on the supply side remains acute, with low operational rates and severely squeezed profit margins for enterprises；at the same time, the industry faces significant pressure from high total carbon emissions and the need for a green and low-carbon transition. Furthermore, structural issues such as low production concentration and uneven technological levels persist. The paper points out that, in response to the complex and severe development situation, the cement industry must be guided by the new development philosophy and pursue transformation and upgrading across multiple dimensions. First, deepen adjustments to the production capacity structure to effectively resolve excess capacity. Second, accelerate the green and low-carbon transition and actively implement the "dual carbon" goals. Third, strengthen technological innovation to enhance product value-added and market competitiveness. Fourth, rationally expand development space and explore diversified development models. |
