| 在 “一带一路” 倡议深入推进与国有企业国际化战略加速实施的背景下，水泥工程企业作为海外基础设施建设的重要力量，面临着跨文化管理、资源整合、本地化运营等多重挑战。本文以水泥工程企业海外属地人才培养为研究对象，结合国有企业人才培养的理论与实践经验，系统分析海外属地人才培养的核心价值与现存问题，提出针对性的建设策略，旨在为水泥工程企业优化海外属地人才培养机制、提升国际化运营水平提供理论参考与实践借鉴，推动水泥工程企业在海外市场实现高质量发展。 |

| Against the backdrop of the deepening implementation of the "Belt and Road" initiative and the accelerated internationalization strategy of state-owned enterprises, cement engineering enterprises, as a vital force in overseas infrastructure construction, face multiple challenges such as cross-cultural management, resource integration, and localized operations. This paper focuses on the cultivation of local talent in overseas operations of cement engineering enterprises, integrating theoretical and practical insights from talent development within state-owned enterprises. It systematically analyzes the core value and existing issues in overseas local talent cultivation and proposes targeted strategies for improvement. The aim is to provide theoretical references and practical guidance for optimizing overseas local talent development mechanisms, enhancing the level of international operations, and promoting high-quality development of cement engineering enterprises in overseas markets. |
