| 随着国家“双碳”目标的深入推进，水泥行业作为碳排放重点管控领域，面临日益严格的碳排放政策约束。本文结合《碳排放权交易管理暂行条例》及水泥行业碳排放核算与报告指南等最新政策，系统分析了当前水泥行业碳排放管控的主要特点，包括配额分配机制、核算边界设定、非碳酸盐替代原料扣减规则、替代燃料激励等内容。在此基础上，从规范燃料检测、拓展替代原料与燃料应用、推进能效提升改造等方面，提出了企业应对策略，旨在为水泥企业实现低碳转型与合规履约提供参考。 |

| With the in-depth promotion of the national "dual carbon" target, the cement industry, as a key area for carbon emission control, faces increasingly stringent policy constraints on carbon emissions. This article, based on the latest policies such as the "Interim Regulations on the Administration of Carbon Emission Trading" and the Guidelines for Carbon Emission Accounting and Reporting in the Cement Industry, systematically analyzes the main characteristics of current carbon emission control in the cement industry, including quota allocation mechanism, accounting boundary setting, deduction rules for non-carbonate alternative raw materials, and incentives for alternative fuels. On this basis, corporate response strategies are proposed from aspects such as standardizing fuel testing, expanding the application of alternative raw materials and fuels, and promoting energy efficiency improvement and transformation, aiming to provide a reference for cement enterprises to achieve low-carbon transformation and comply with regulations. |
