      水泥厂施工现场具有面积大、设备多、交叉作业普遍及环境恶劣等特点,安全管理面临复杂挑战。本文基于作业分区理论,提出水泥厂施工现场安全管理优化策略。通过风险量化评估将厂区划分为高、中、低风险区,制定差异化管控措施,并建立动态调整机制以应对施工阶段变化。技术防控方面,采用“层级防护”、智能监控及机械化替代等手段提升安全性。同时,完善分区协同管控模式,推行“区域安全官”制度和网格化应急体系。案例分析显示,某水泥厂应用智能安全管理平台后,事故率显著下降,验证了优化策略的有效性。

      Cement plant construction sites are characterized by large areas, numerous equipment, widespread cross-operations, and harsh environments, posing complex challenges to safety management. Based on the work zoning theory, this paper proposes an optimization strategy for safety management at cement plant construction sites. Through quantitative risk assessment, the plant area is divided into high, medium, and low-risk zones, with differentiated control measures implemented and a dynamic adjustment mechanism established to adapt to changes in construction phases. In terms of technical prevention, methods such as "hierarchical protective measures," intelligent monitoring, and mechanized substitution are adopted to enhance safety. Additionally, a zonal collaborative management model is improved by implementing a "Zone Safety Officer" system and a grid-based emergency response system. A case study demonstrates that the application of an intelligent safety management platform in a cement plant significantly reduced accident rates, validating the effectiveness of the optimization strategy.
